Texas passes on $450M summer lunch program for low-income families

Texas opted not to join a $2.5 billion federal nutrition program that would help low-income parents buy groceries for their children during the summer.

Lisette Medina prepares a popcorn snack for her daughter Estephanie Ochoa, 5, Monday at their home. A packet of pork chops that her sister bought for her family thaws on the counter top, which Medina will prepare for dinner later. Lissette Medina uses $1,000 in food stamps and the social security checks she gets for two of her disabled daughters to feed and take care of her family of six every month. Medina says that some months the food stamps run out and the fridge is empty for a few days before she can go shopping again.
