Documents submitted by a Pearl entity to a city panel are giving a glimpse into what will become of a Tobin Hill industrial site when a long-awaited overhaul is completed.
The documents include photos of the site before construction and architectural renderings by architecture firm Clayton Korte that show the former Samuels Glass Co. plant at Newell Avenue and Karnes Street turned into a public market with dining and retail spaces.
Built in 1948, the plant and its 1.4-acre parcel was acquired by Rio Perla Properties, a Silver Ventures subsidiary, in 2015. The 50,000-square-foot warehouse is valued at over $6 million, according to tax records.
The extensive work to rehabilitate the building in the Tobin Hill historic district makes the property eligible for historic tax certification, if approved by the Historic and Design Review Commission (HDRC) on Wednesday.
City staff is recommending commissioners approve the request.
Historic tax certification enables a property like the Pearl market to earn historic tax credits — freezing City of San Antonio taxes for 10 years or reducing city taxes on the property for a period of five years.
A spokeswoman representing Potluck Hospitality, the business development arm of Silver Ventures, said the firm declined to comment on the project except to say that the request to HDRC is part of the development process.
Oxbow Development Group, a development spinoff of Silver Ventures, is remaking the warehouse and office space into a fresh foods market with restaurants and office space.
The market will open in early 2024 at the same time as the Pearl’s music venue Stable Hall, Bill Shown, CEO of Oxbow Development Group, said in April.
In the same area next to the River Walk, Oxbow is also developing a seven-story apartment tower named Cooper’s Row, a casual patio-style restaurant and a new hotel.
The 151-room hotel will be built at 1210 E. Elmira St. across from the acclaimed Hotel Emma. Oxbow expects to break ground on the project in early 2024 with construction to take at least two years.
